The AMPP Costa Rica Chapter: Infrastructure & Integrity Summit brings together industry professionals for a full day of technical education focused on corrosion control, protective coatings, concrete durability, welding integrity, cathodic protection, and asset management best practices.

This summit addresses key regional challenges, including tropical environmental exposure, expanding infrastructure development, and the increasing demand for long-term asset reliability. Attendees will gain practical knowledge, technical insights aligned with international standards, and a deeper understanding of AMPP certifications and QP accreditation programs.

Attendees may earn up to 8 Professional Development Hours (PDHs) for participating in the full technical program. Certificates of attendance will be provided following the event.

Chemical Engineer, graduate of Universidad Veracruzana, with a specialization in Corrosion.
He has worked with companies such as Carboline, distributors of Akzo Nobel (International Paint), and has been with Hempel for the past 15 consecutive years, accumulating a total of 20 years of experience in the industry.
He currently serves as Engineering Manager for Hempel in Latin America and the Caribbean.
Member of AMPP, Anafapyt, CMIC, and ILTA.

Among his main responsibilities are the development of specifications and procedures aligned with the guidelines of AMPP and API (American Petroleum Institute), as well as international standards such as ISO 12944 and ISO 8501, with a strong focus on sustainability. This work is primarily oriented toward the Energy and Infrastructure sector. He also has extensive experience conducting Condition Surveys at hydrocarbon storage terminals, petrochemical plants, refineries, combined-cycle power generation facilities, and oil and gas extraction fields. He has also developed and delivered a series of in-person seminars on API 652/653 for terminal operators including: Vopak (Mexico and Panama), Terminal Excellence Logistic (Mexico), Puma Energy (Impala Terminals) Latin America, Terminal Decal (Panama), Oiltanking (Panama), Operadora de Terminales OTSA (Chevron & Shell JV) in Guatemala, Puerto Petro América Terminal PATSA (VTTI) in Panama, POTSA Panama Oil Terminals, Terminales Uno (Central America), RECOPE terminals in Costa Rica, Petroport Terminal (Panama), IEnova Refined Products Terminal in Puebla, Mexico, and the Perenco Refinery in Guatemala.

Throughout his career, he has contributed to the dissemination of technical knowledge and has promoted the adoption of international standards, professional certifications, and technical training programs aimed at strengthening sustainability, safety, and the extension of the service life of critical infrastructure. He is the founder of Naval and Industrial Solutions, through which he actively promotes best practices in integrity management, corrosion control, and protective coatings across Latin America and internationally.

Professor and Researcher at the Corrosion Studies Center

Chemical Engineer with a Master’s degree in Corrosion and a PhD in Engineering from the University of Zulia (LUZ). He is a professor and researcher at the Corrosion Studies Center, with more than 23 years of experience in corrosion engineering, specializing in cathodic protection and protective coatings for the preservation of industrial infrastructure.

He is a CP3 certified specialist and an AMPP-certified instructor for Cathodic Protection certification courses (CP1 and CP2). He has led numerous projects involving the design, evaluation, and monitoring of cathodic protection systems for pipelines, tanks, and oil infrastructure across several countries.

He is currently involved in projects focused on the diagnosis and rehabilitation of cathodic protection systems in oil facilities and fuel distribution infrastructure in Venezuela. In 2026, he was selected as the recipient of the Oladis Troconis de Rincón Award – Field Applied Technology, presented by the Association for Materials Protection and Performance (AMPP), an international recognition honoring excellence in the practical application of technologies for corrosion control and materials protection.

He is a certified industrial coatings inspector by the Association for Materials Protection and Performance (AMPP), with specialization in passive fire protection systems, thermal insulation systems, viscoelastic systems, composite material systems, and anticorrosive industrial coatings for asset protection and corrosion prevention in industrial environments.

Currently, he serves as Key Account Manager for the thermal insulation and fire protection product lines at Hempel, where he is responsible for these business lines across Mexico, Central America, and the Caribbean.

He has supported projects in multiple industrial sectors, including the sugar, mining, paper, and gas industries, among others. His work stands out through participation in national and international projects, primarily supporting oil companies such as Petróleos Mexicanos (Pemex). One of the most notable projects is the Olmeca Refinery, where he was responsible for advising the project management team on specification changes implemented across the entire refinery for protection against Corrosion Under Insulation (CUI) and Corrosion Under Fireproofing (CUF)—topics that will be discussed in today’s presentation.
